The Grand Jury process is transparent and fair and is increasingly gaining support from leading corporate and government players in the region. The strength of the Grand Jury process comes from the involvement of key intellectuals, practitioners, Government representatives and academicians who use their knowledge, expertise and experience to identify the NGOs that have shown exemplary use of ICT tools and digital media for development.

eNGO challenge Jury consists of three rounds: –

  • Internal Screening
  • Online Jury (Evaluation phase)
  • Main Jury (Discussion round)

The internal jury committee constituted by the organizers will screen the submitted nominations. At this stage nominations will be reviewed in terms of nominations reflecting sound projects or applications, fulfillment of important criteria, maximum information sharing on projects or ideas submitted, meeting eligibility conditions, degree of project maturity and soundness and other benchmarks.

The final Grand Jury will in person for one full day review the screened nominations, debate, discuss, examine the nominations in given categories and arrive at final decisions to pick winners in respective categories. Prior to this physical meeting of the Grand Jury, members of the Jury will review the screened nominations online

Stages of the Jury Process

Round 1- Screening Process: The nominations received till the last date are being screened for their accuracy and fulfillment of requisite columns and information as per nomination form.

Round 2- Online Jury: This round of the jury process is entirely based on online system, developed through stringent methodology where experts around the world were given access to the screened Nominations for the First round of Jury. Only those nominations passed by the virtual Jury will be considered in the process of Main jury. This round of the jury process is entirely based on online system, developed through stringent methodology where mathematical permutation and combinations have been incorporated into the back end based on the parameters Each and every nomination is supposed to be voted/marked and evaluated by at least two jurors and their markings are translated into mean value Outcome: A Shortlist of maximum of 5-6 projects per category (based mainly on the rank list of technical score).

Round 3- Grand Jury: The plenary is based on totally offline discussion, presentation, and consensus Participated by every juror, in second plenary, the short listed nominations go through joint voting system by showing hands Jury members will select three nominations per category for the final event Three selected nominations need to present themselves on the final event Panel at the main event will give us 2 names out of those three nominations per category Outcome: ONE winner per category (who will be given a cash prize of one lakh) & ONE runner up per category (who will be presented tablet & Mobile phones).

Evaluation Criteria

Parameters are associated with the questions in the Nomination form. Please refer nomination form for the exact relevance response of the parameter. Rules & Regulations

  • Award Per category: ONE winner (who will be given a cash prize of one lakh) & ONE runner up (who will be presented tablet or mobile phone)
  • Change of category can be made by a request to the Chairman of the Jury and few jurors in all agreeing to it.
  • Juror’s cannot reveal the names of winners or awards until the main event to be held on November 05th, 2014 in New Delhi

It is the Management of the eNGO challenge team that will declare the results and the winners during the award ceremony of the eNGO Challenge Award on 5th November 2014.

Highlights of the Jury Process:

eNGO challenge receives many nominations. The Grand Jury comprises eminent personalities from the private and public sectors, industries and the academia. They are selected on the basis of their knowledge and expertise.

  • The process of evaluation commences from the date of closing of nominations.
  • The initial judging is done through online review of the nominations by the Virtual Jury Panel.
  • In the main Jury, the Jurors Panel is expected to go through all the Nominations
  • Scoring them is done according to the laid-down criteria.
  • Jurors of the respective Award Categories have the right to modify the judging criteria to suit the respective Category in consultation with the Judging Chairman of the Awards.
  • The Jurors Panels, in consultation with the award Chairman may transfer any nomination received to another Category, to ensure “best fit”.
  • The decision of the Jury will be final and binding.
  • Jury holds the right to contact any eligible nominee for their doubt/queries regarding the project.
  • The Jurors panel reserves the right to declare ‘Not eligible’, if the nomination does not meet the required standards.
  • The final results will be announced only during the Award Gala.

Role of the Moderator

  • The jury process will be structured and organized by the moderator from the Grand Jury
  • The moderator acts as a chair of the assembly of Jurors
  • The moderator rules on all points of processes, rules and points of order and does not influence the subject matters of debate or evaluation decisions of the jury
  • The moderator acts as a referee in regard to disagreements within between country panels, mediates between perspectives and ensures inclusive processes.
  • The moderator secures the independence of the juror’s evaluation works and guarantees that no outside influence or lobbying is exercised to influence fair decisions and due process.
